American Consumption
I see that Lou Dobbs is doing another series of shows this week on the drug war. Baylen Linnekin and Scott Morgan actually went to the tapings. In one of the last times I posted on Dobbs, we had some discussion over where he gets this statistic that Americans consume 2/3 of the world's drugs. I was unable to locate Lou's proctologist to see if it comes from my first guess, so I checked on Google to see where else that statistic is quoted. I can't find anything other than Dobbs saying it. Can someone please ask him where that figure comes from?
The only thing I found that's even close is this, from a speech by President Bush in 2001:

And finally, the third initiative I talked about today was how do we make sure that people get treatment in America. We've got to make sure that those who are hooked on drugs are treated. And that's why I'm asking Congress to spend $1.6 billion additional for treatment over the next five years. It is so important. I think an amazing statistic is that a third of the drug users consume two-thirds of the drugs. We've got people that know no other life than drugs. And a compassionate society is one that does something about drug -- people who are addicted. And we're going to do so.But that can't possibly be what he's basing that on, can it?
